ABOUT ALAN S. ASHKINAZE

Alan S. Ashkinaze practices law in Hackensack, New Jersey and in Nyack, New York where he specializes in governmental affairs, small business counseling and environmental law. In this capacity, he advises public and private sector clients on a broad range of regulatory issues, including environmental compliance, permitting and litigation matters and corporate issues, including incorporation and counseling services for not-for-profit corporations and emerging small business and e-commerce businesses. Additionally, his areas of expertise includes administrative law and municipal law.

Mr. Ashkinaze previously served as Assistant Corporation Counsel and Environmental Counsel for the City of Jersey City. In this capacity, he advised former Mayor Bret Schundler and the City Counsel on environmental compliance and enforcement, public utility (telecom and energy), solid waste planning, "Brownfields" development and litigation matters. He played an instrumental role in Jersey City obtaining a 2 year Brownfields planning grant from the United States Environmental Protection Agency. He also assisted the City in the formulation of a Municipal Utilities Authority, negotiated water purveyor agreements and analyzed the feasibility of electricity and telecommunications aggregation.

In June, 2001, Mr. Ashkinaze served as Board Attorney to the Jersey Board of Adjustment.

Mr. Ashkinaze has also represented trade associations seeking changes to administrative regulations affecting their industry. For example, Mr. Ashkinaze represented a committee of translation/interpreting companies and the American Translators Association (ATA) before the New Jersey Department of Labor (NJDOL) and successfully negotiated an agreement with NJDOL which established eligibility and auditing guidelines for the independent contractors utilized by the companies. He also represented the New York Translation & Interpreting Group and the ATA before the New York Department of Labor and the New York state legislature on similar issues.

Mr. Ashkinaze has extensive experience in forming and counseling nonprofit organizations. In the last year, Mr. Ashkinaze has assisted in the formation of literally dozens of 501(c)3 and 501(c)4 nonprofit organizations throughout the state.

On March 17, 1995, Governor Christine Todd Whitman designated Mr. Ashkinaze as Chairman of the New Jersey Advisory Council on Solid Waste Management; he served as the Council's chairman until May 22, 1997. Additionally, Mr. Ashkinaze served on the NJDEP "Brownfields" working group, an ad-hoc committee of environmental attorneys, corporate officers who assisted the NJDEP in developing policy towards remediating and developing contaminated sites.

Mr. Ashkinaze was also an adjunct professor of International Relations at Bergen County Community College, Paramus, New Jersey from 2000-2003.

A recognized authority in public administration and environmental law, Mr. Ashkinaze has written and lectured extensively on issues impacting the private sector relative to the implementation of state administrative regulations and statutes.

Mr. Ashkinaze received a B.A. from the University of Pennsylvania in 1982. He received his J.D. from Seton Hall School of Law in 1986 and an M.P.A. from Columbia University's School of Public and International Affairs in 1987.
